Why different ways to access options for tools?

sometimes options tools in control panel, sometime you  double click on tool, , double click on artboard?

 

is there reason works way?  trying understand logic make easier figure out way access options tools.

each area sighted has different options. that's why different.

 

items in control bar items you'll adjust per use.

 

items double-clicking tool set once per session, or once ever.

 

 

i don't know referring "double-clicking artboard" far i'm aware, enters or exits isolation mode. (and can turned off in preferences.)
