Problem copying a selction

i'm no longer able copy selection part of image. having selected section copy lasso tool, attempting drag part of image while holding down opt + mac. ps ignores selection , copies whole image. also, if try drag part of image move tool copies whole. perhaps doing wrong, or may i've changed ps settings somehow?

if it’s indeed setting trash prefs (press command-alt-shift @ starting) after making sure customized presets saved.

 

or pop onto own layer (command-j) , if want in old layer merge after moving (command-e).
