i have site service company has large service area. want have page each city serviced. have devised cookie cutter design each page. have checked text output each page , 50% similiar. text 360 words thing changes in text between pages city name, short list of places eat , short list of bars , nightclubs.

the question google consider these 2 pages duplicate content or spam.
i don't want publish pages each city if it's going have adverse effects on site.
