Background Image not applied

i've seen several times in dreamweaver , not sure make of it.  it's newbie thing on part.

 

on page have structure like

 

section

header

hgroup

h1

h2

/hgroup

/header

/section

 

when try add background image section#masthead nothing shows in dreamweaver, if switch on text editor coda or textmate background image there.

any ideas why happens?
