looking tool sits "in front of" fms allow better manage our content.  looking basic capabilities:

 

- ability upload file fms

- update/modify meta-data in content

- control access content, etc.

- api integrate tool existing other tools.

looking @ requirements, can suggest adopt content management system day software, drupal or alfresco alongwith flash media server installation.

 

using these can have fms installed on server , configure fms pick media shared accessible location can cms's hosted file server.

 

these cms allow upload media centrally hosted web server, actively manage metadata , allow authenticated users access content.

 

the uploaded content can streamed through fms through simple client swf or player.
