how to go from black and white photocopy of a color photo back to clean color photo?

i have black , white photocopy of color headshot need make color headshot (original lost).

 

there's plenty on making color photo black , white photocopy (which seems silly me, since need make black , white photocopy , scan in - voila!), , plenty on converting black , white color photo... can find nothing on reverse of these 2 things...

 

several of filters lot toward cleaning up/restoring face , reversing photocopy effect, add stylized influence - best sketch > charcoal , chalk, conte crayon, half-tone pattern, again, add 2 stylization. can see filter able restore photo quality , matter of colorizing, can't find filter it. spent hours testing 3rd party filter plug-ins cleaning up, noise reducing, photo restoration, etc. no avail.

 

i've got ,jpg of image , working in ps cs4.  been working on 2 days , have gotten nowhere. know how this? help!

to expand on has been said, might able colorize image, starting junk dataset you're showing above, result can disappointing @ best.  short of utterly painting photo-realistic picture of subject, few artists can (and takes them long time right) think you're out of luck.
