Weird Cursor Behavior at 700% Zoom

when zoom in past 600% (680% more exact), cursor changes (while move tool selected) form normal move cursor cursor when dragging guide line across canvas. function of photoshop? there way disable this? there many times i'm zoomed in far (and more), , can never use move tool (i have manually use arrow keys). don't know event called or have looked online more information.

edit:i think figured out... happens when have guides turned on, when turn guides off, cursor doesn't automatically change @ 1000%. guess it's guide line auto something... oh well.. solved own question...

 

but, guess still leaves same problem when want move around guide lines when i'm zoomed in far. guides turned on, if want move guide line, click, guide line created (this wanted disable), guess issue still open (but different means).
